Regner studied composition and orchestral conducting at the Leopold-Mozart Conservatory in Augsburg . He then studied musicology at the Ludwig-Maximilians University in Munich . In 1957 he was promoted to Dr. phil. (Philosophiæ Doctor) at this university with a thesis Taktwechselnde Tänze im schwäbischen Ries .

From 1958 to 1964 he was a lecturer at the Hochschule für Musik Trossingen in Trossingen . In this time he has worked very intensively for the wind music. From 1964 to 1993 he was professor of music education at the Orff Institute of the Universität für Musik und Darstellende Kunst "Mozarteum" Salzburg . He worked together with the composer Carl Orff from 1963 to 1982. Through this collaboration he came to Denmark , Iceland , England , Spain , Portugal , Hungary , Brazil ,Colombia , Iran , Thailand , Canada , Hong Kong , the Philippines and Japan to advertise personally for the ideas of Carl Orff. In 1993 he was positivized.

He is the author of numerous publications for music education and he was co-publisher of the training: Musik und Tanz für Kinder . For many years he was chairman of the Österreichische Blasmusikverband (ÖBV).

As a composer he wrote works for different genres, but he has mainly worked for the creation of original wind music.[1]
